Auto Insurance: Car Insurance is Backing Out of a Settlement

My question involves an injury that occurred in the state of: Oklahoma

A couple weeks ago i was in a auto accident that was not my fault and the other drivers insurance declared my car a total loss. We agreed on an amount and they emailed me a letter with the settlement amount that we agreed on with instructions to overnight them my signed title. So i mailed them the title that day and they picked up the car from the body shop the following day. They sent my bank a letter stating the settlement amount and that they were sending them a check to pay off the balance of the loan. So my bank suspended the loan and allowed me to get a new loan to get a car because the insurance company told me i had 48 hours to get out of the rental car. I thought is was a done deal, easy and smooth, but 4 days after all this they called me and said they made a mistake, that the about agreed on was over the policy limits and they were sorry but they couldnt pay me and that i needed to go thru my insurance. So as it stands right now they have my car and title and i have a letter stating the settlement offer we agreed on. Can they legally do this or do they have to pay the amount they agreed on?
