Rental Agreements: City Now Owns Condemned Daycare , Has No Ground Lease on Private Property

My question involves landlord-tenant law in the State of: Tennessee City on 3/21/2018 at court hearing has been awarded, taken, and acquired 2630 sf commercial Daycare structure, physical address to be removed by demolition, too close to roadway. Total area including Temporary Construction Easement totals 4596 sf, all of which remains on private property, per hearing testimony by condemner.

This acquisition for roadway has already taken 2 years, and there is no guarantee this project may not drag on for years, if not abandoned completely.

City's daycare structure now rests on private property denying property owner any rental or lease income now or in the future until demolition complete and all material and debris removed and property restored to its natural condition for lease to others.

Can property owner demand ground lease for Daycare and TCE acquired to legally remain and use on private property otherwise property owner may never recover use of property per City's future determination?
