Driver's License Issues: Seems You Can Be Rewarded by Driving Without a Valid License. an Extra Year

My question involves a driver's license issued by the State of: California

My California Driver's License is up for renewal in a few months. The DMV allows "five birthdays" validity, so if I apply before my birthday expiration, the license expires after five birthdays. But several of my friends wait until AFTER their birthday, because then five birthdays gives them an extra year before their California Driver's License expires.

If true, this system rewards vehicle code violations.

Anyone here have insight into this issue?
