Arrest Procedure: Self Surrender Without a Warrant Issued and Before Being Charged with Anything

My question involves criminal law for the state of:

ARIZONA

Good evening,
My matter is coming up rather quickly and its been eating my stomach up so I thought I would start here; A quick rundown of what the accusations are...
Currently, my attorney has been attending (2 exactly) court in my behalf for a misdemeanor shoplift charge less than $400
During such time, my surveilence cams brought to my attention one day, two detectives at my front door. One week later, a PD postcard notice in the mail to contact Det. WHATSHISFACE about my case #: *****-*** (obviously unrelated to the above)
I contacted my lawyer who advised me for an additional $1500 could findout what they wanted. So of course I proceeded and my attorney came back with the findings:
Investigating a seperate incident involving more serious felony charges but tying it also together with the above charge(without going into too much detail, I hope I havent lost you already)
Now, for my IMMEDIATE question; My lawyer made contact with the Det. and got little info, then gets ahold of me and tells me, "The detective wants to actively pursue you(me). I can try to get a self-surrender date setup for 2-3 weeks to buy some time." In which I agreed and now that my 2-3 weeks are just about up, I and my family are still wondering:
1.) What am I self surrendering to? Without a warrant, without stepping foot in a court and being ordered by a judge anything, how can I even self surrender?
2.) With my attorney being a retainer fee-based lawyer, can she legally not give me advice on this case until I have paid the retainer (half of the entire amount) up front?
