Support Arrears: If Custodial Parent Agrees, Can Arrears Owed Be Cancelled in Nys

My question involves a child custody case from the State of: New York
My daughter is now 21 and her mother and I have already jumped through hoops trying to get the support amount reduced. (irrelevant)
If her and I agree to having the amount owed cancelled, is it possible and how...
Also, is the money paid to arrears sent to the custodial parent?
The custodial parent never received any government support at any time.
