Speeding Tickets: CVC 22350 Ets is > 7 Years

I was cited back in 08/09/2017 with CVC 223350 (going 54 mph out of 35 mph S/B of Columbia St and Fair Oaks in Pasadena). I BS'd my TBD hoping the officer wouldn't write. However, he did and I was found guilty. I requested a Trial de Novo.

A few weeks ago, I went to the court to request a copy of his statement. He included 10 pages of documents that shows the ETS survey. However, the survey was conducted back in 03/31/2009. From my understanding of 40802 (B)(II), as long officer provide the appropriate documents that he went through a proper training and the laser or radar has been calibration and checked, the survey is good for 7 years. Also, if a registered engineer conduct another survey and find no changes, the current survey is good up to 10 years. In my case, the ETS is technically outdated prior to my citation (8 years old). The documents he provided does not show a stamp or any other certification that a registered engineer conducted a recent survey to prove there are no changes.

Is there a way to argue that to the court? I know I can try to fight it with the 30 questions and try not to complicate this. Also, per his statement, he was stationed just north bound of Columbia st and he was monitoring the traffic. He saw me and thought I was going 55 mph. He continued to track me and he then activated his LIDAR and confirmed I was going 54mph at 607.6' south of his location. Technically Columbia St is the borderline of Pasadena and South Pasadena. Does he have jurisdiction in South Pasadena?

Any help would be appreciated. This is my first time getting a speeding ticket and first time trying to fight it.
