Passing a School Bus: Do I Have a Solid Case

My question involves a traffic ticket from the state of: Georgia(This isn't a traffic ticket its more of a fine issued by photonotice so this isn't a traffic ticket)

So here it is, my friend totaled his car last Monday and I was going to help him tow it home since his parents were out of town for 3 weeks and the place that towed it was holding it in a yard charging him $15 a day plus a $90 fee for taking it in. I towed it home because they wanted another $90 to tow it to his house so I offered to tow it home for him for free so I went and rented a trailer from uhaul. Now I'm 18 and still in high school and so is he so neither of us are very rich. I make car payments every month and work while trying to pass all my classes. So when towing this car home I was on a 5 lane road with 2 lanes going one way and 2 lanes going the opposite way and it had a 1 lane center divider that was like a median but there was no physical median. A bus on the far opposite side of the road from me put on his lights and made a quick stop like they do when no kids have to get off at that stop. So by the time I see his lights flashing I was like "Ok I cant slam on my brakes but I should slow down"(keep in mind my truck weighs probably 8,000lbs and I was towing probably another 7,000lbs so if I could slam on my brakes and stop in time I would have jackknifed the trailer or rolled the trailer) So I figured the SAFEST thing to do in that situation was slow down and roll through the sign. They have the video online and it shows that the sign was out for 2 seconds before I completely pass the bus and it shows that if I would have slammed on my brakes the guy behind me would have hit me since he was riding my bumper.(I'm assuming he got a ticket too because he ran the sign)

Now just a few things to note, the truck is in my moms name so I need to sign this ticket over to me to go to court but I was apprehensive because people online were saying that if they can't prove that my mom was driving then they have to drop the ticket so is that true and should I sign the ticket over?
Also, I don't have enough money to pay this ticket and my moms not going to help me(she shouldn't) so is there an option for maybe a payment plan or something because I really can't afford $300 along with a car payment and gas to get to school and I'm going to have to start paying for college soon.
