Discrimination: Can a Teacher Permanently Remove Students from a Program

This question applies to education law in the U.S. State of Texas

I am a high school student who just recently found out from his teacher that I shall not be allowed to advance to the next level of our schools Audio/Video Production program due to having three strikes in a "three strikes you're out" system. I have earned all of those strikes and am not debating that I am guilty of them but as a result, I am being barred from taking the class next year. Does this violate Chapter 37 of the Texas Education Code? Can he actually prevent me from taking the class and if so can he justify it legally? I desperately need to take this class and he said that the only reason he's doing it is that he enforced it last year on another student and doesn't want to look like he picks favorites. Can somebody please help me find a way to get back into the program and back it with the law?
