Search and Seizure: Can the Police Get a Warrant Over a Photograph of Somebody With a Marijuana Plant

My question involves police conduct in the State of: NC

Can the police get a search warrant solely on the basis of the maintenance man taking a picture of a 6" tall plant in a gatorade bottle and a picture of some rolling papers?

This seems really thin to me...there was more to the warrant, but it was completely 100% the detective speculating on a conspiracy theory that wasn't true at all.
