Speeding Tickets: Speedy Trial Rights for Speeding Tickets

My question involves a traffic ticket from the state of: California

I think I might have grounds to request a dismissal of a speeding ticket, but I'm not sure how to go about it.

When I first got the ticket, I pled not guilty and requested TBD, reserving my right to a speedy trial (45 days). I was found guilty, and requested a trial de novo.

The trial de novo was calendared 45 days from my request. In that time, prosecution (in this case the DA) failed to provide discovery, and the citing officer failed to bring discovery items to trial. The judge ordered compliance and set a new trial date, more than a month out.

Do I have grounds to request dismissal? It seems to me prosecution's failure to provide discovery in a timely manner has effectively violated my right to a speedy trial. Would a court see it that way? And if so, how should I go about bringing the matter to the court? Should I request a pretrial motion? Or should I present my case at court, before the officer begins his testimony?
