Failure to Yield: Michigan Move Over Law Different for a Cop Pulled Over on Left Shoulder

My question involves a traffic ticket from the state of: Michigan
I was pulled over for not moving over a lane on the highway for a police car that had pulled someone else over on the left shoulder. My only reason I didn't is that I was not aware that that was an actual law. I knew it was a considerate thing to do and I always get over when they are pulled over on the right shoulder. There were construction barrels lining the shoulder at the time and the police car and the other vehicle were well on the other side of the barrels in the shoulder.In my opinion, it was safe for me not to have to move over a lane for them. Nobody was going to be outside of the vehicles on the highway side (the right side of the cars) My question is, does this give any allowance for me to wiggle out of this ticket at all? I was driving the speed limit. Technically I could have moved over. I would have just had to speed up and pass the car on my right or slow down to get behind them.
