Security Deposits: How Can I Collect a Security Deposit from Ex-Roommates

My question involves landlord-tenant law in the State of: California

I am attending school in San Francisco. I joined two other students in renting a 1 bedroom apartment in San Francisco. Each person in the apartment paid $890 toward the security deposit. About 4 months into our lease the ex roommate decided to get a cat. Our lease terminated in April 2016. I decided to room with two other friend and my old roommates rented a house across the bay.

I called my ex roommate in June inquiring about our security deposit. She stated she was having issues with the management company and had not received the deposit. This went on all summer. I returned to SFO in August to start school. I was able to speak to the manager of our old apartment who in turn provided me the contact information for the management company.

I called the agent who managed the apartment. She stated that a check with all three names was cut in May and forwarded to the ex-roommate. The check was for $2158. A cleaning charge (to remove cat urine stain) of $525 was deducted from security deposit. A charge we could have been avoided if they returned to the apartment and cleaned it. The check was endorsed and cashed in May (without my signature).

I contacted my ex roommate in August with the information passed on to me from agent and requested a check for $890. They now refuse to answer my text or phone calls.

What options to I have in trying to get my portion of the deposit ? Was a law broken cashing the check without my signature (not sure if they forged my signature) ?
