Applying to Rent: Can a Landlord Keep Your Deposit if You Change Your Mind About Leasing

My question involves landlord-tenant law in the State of: PA
I was in the process of selling my home, found a rental that I paid $250 deposit. I would not sign a lease until the sale of my home was complete, which, so happens the buyers backed out on the day we were to close on the house. I informed my new landlord to be that I will not be taking the rental because my home has not sold that the buyers backed out.. I can not afford a mortgage and a rent. I did not sign any lease, Am I liable for anything for not taking the rental property?
