Quiet Enjoyment: Landlord Refuses to Confront Noisy Neighbors

My question involves landlord-tenant law in the State of: Connecticut

I am posting this for my Mom and Stepdad. They live in an apartment building where my stepdad has worked as the maintenance man for over a decade. Recently a man has moved in upstairs (within the past year) who on a nightly basis plays his music or tv or something very loudly throughout the night into the early hours of the morning. The noise is so loud that my parents cannot sleep at night and almost every night have to move into the living room just to try to get some sleep...sometimes that doesn't even work. They have complained multiple times to the landlord about the noise and have called the police over. The police heard the noise and went up to talk to the man but he would not open his door and they said there was nothing they could do and that the landlord should be taking care of it. It states in the lease that quiet time is after 10 pm.

When my stepdad asked again for the landlord to do something about the man's noise he responded with "You do like your job don't you?" .. As if threatening to fire him for complaining.

My question is...is there someone they can turn to or something they can do to get the landlord to do something about the noise. It is not fair for them to be paying rent every month and not even be able to get a decent nights sleep. They are both in their 60s with serious health problems and need to be able to rest at night and they cant even do that in their own home.
