Traffic Lane Violations: California Cvc21755a - Unsafe Passing on the Right Shoulder

My question involves a traffic ticket from the state of: California CVC 21755a "Unsafe Passing on the Right Shoulder"

I got a moving violation for passing stopped traffic on the right shoulder. The CHP was had two officers standing up on the hill waving cars over that were passing stopped traffic and writing tickets at peak traffic commute times.

Scenario is there is a two lane freeway off-ramp that ends up at an intersection with 2 left turn and one right turn lanes. The right turn lane that I was approaching was wide open at the point where it began approx 250' from the intersection however traffic was stopped onto the freeway in the two exit lanes before the right turn lane began. I drove approx 50'-75'' on the right shoulder passing several stopped cars so I could enter the free right turn lane ahead and proceed without delay.

CVC 21755a -the driver of a vehicle may overtake and pass another vehicle upon the right only under conditions permitting that movement in safety. In no event shall that movement be made by driving off the paved or main-traveled portion of the roadway.

What is defined as the Main Travel Portion of the roadway? At no time did I leave the paved surface....
