Trade-Ins: No Sellers Report and Received Vehicle Impound Notice

My question involves a consumer law issue in the State of: Washington.

I traded in a vehicle to a dealership on 6/10/16. This was my first trade in/ car purchase. Yesterday, I received an impound notice for I was under the understanding that the dealership would take care of everything. The manager of the dealership told me that they assume that everyone who trade in a vehicle know to fill out a sellerreport. Am I the one who is liable here? I feel that once the vehicle was in their session, they should be held liable.
