Regulations and Procedures: Nearly Died in Car Accident in Mexico; Va Left Me for Dead

Hi!
I am a veteran of the US Navy with 100% service-connected disabilty for PTSD and full benefits across the board.

When I got into a severe car accident in Cabo San Lucas on February 29th, the cops (Federales) who pulled me unconscious from my vehicle also robbed me, stealing my cash, cards and phone.

When I woke up some time later in Cabo General Hospital, they naturally wanted to know how I preferred to pay. I eventually got ahold of my friends here, who spent hours, day after day, reaching out to the VA. No one from the VA could explain how they should go about obtaining fee-basis payment, though they all agreed the service was available. As usual when dealing with VA phone operators, none of the extensions worked or connected where they were supposed to... And as a result, THIS veteran nearly bought the big farm in the sky.

The Mexican hospital (AND THE VA) let me BLEED OUT till I needed a blood transfusion, which was only given after funds were wired by a friend. According to the VA web site, there is supposed to be support for overseas medical care and something called 'angel flight' for veterans facing death overseas. NO ONE at the VA could tell my friends how to obtain these services, however, or give them a working phone number. When I think of other vets who have probably died due to VA negligence in this and other areas, and those who will die overseas in the future due to this institutional incompetence, it really burns my ass. I want ACCOUNTABILITY for the sake of other vets. Does anyone know what sort of legal recourse I have?
