Civil Rights Issues: Sold My Car, They Destroyed and Abandoned It, Utah

My question involves civil rights in the State of: Utah
So last week I sold my car to another private owner. The next day I found out they destroyed and abandoned it on the side of the road. The police found it and had it impounded. They never went to the DMV so the car is still in my name. Now the owner of the impound yard is saying he can sue me for $2000 if I leave it there. As the car was destroyed I have no desire to pay the impound yard and get it back. I still have the original Bill of Sale with a witness's signature for both parties and the date I sold it. I took that to the DMV to get it out of my name and they said since it's now been impounded they can't take it out of my name. They assured me I didn't need to worry about the impound yard sueing me as I have proof that I sold it and they would simply auction it off after 30 days. I'm just seeking peace of mind that the imound yard cand actually garnish my wages for $2000 but he is just trying to scare me. Thank you for your time.
