Criminal Records: Improper Dissemination of Criminal Records

My question involves civil rights in the State of: America.

Okay, I have statutory authority requiring local government officials to provide procedural due process prior to disseminating criminal records to assure the accuracy thereof. The officials instead disseminated criminal records which were inaccurate for a period of 13 years without providing any notice or an opp. to be heard. My question is, how do I prove that the violation (inaccurate information) caused me harm when such a long period of time has passed? I understand inferences, but would like another opinion on this issue because it would be impossible for me to determine all the places I sought employment and was denied AND to determine that it was based on inaccurate information during background checks. I can't just walk into Mc D's and say, "Hey, I applied here about 13 years ago, can you give me the background check you conducted then?"
