My sister has a deadbeat ex-husband who has 14K in arrears. He struggled with addiction and homelessness for a few years. Then he got clean and has been "going to college". Now that he has finished college, he cannot get a decent job because he has no car since he has no driver's license because of the arrears. He has been asking my sister to reduce the arrears just to get license back. He argues that he can pay more child support and the rest of the arrears quicker if he can get a better job. My sister is refusing.
Now he's saying he thinks the state of WA will reduce it by a fraction because my sister was getting state assistance for child care for a few years. He thinks some of the arrears is therefore state-owed support.
Is he bluffing or is he right? How can my sister ensure she collects the total amount currently in arrears?
