Presumption of Paternity: Alleged / Presumed Fathers

My question involves paternity law for the State of: Oregon or California

I am wondering if child support orders or claims can be made against alleged or presumed fathers who do not meet traditional criteria. By that I mean, the man has never had any sort of relationship with the mother and has never met the child, his name is not on the birth certificate and he has never claimed or acknowledged paternity, the man and the mother attended high school together and do know each other, but have never had a relationship. Without getting too specific, it appears that due to the man's high income, the mother is looking for money no questions asked. When a DNA test is asked for, she backs off for a while but then re-emerges later on. How far can she take this? Could a support order be granted against someone with no history with the mother? Has anyone heard of an agency pursuing a claim with no basis?
