My question involves a driver's license issued by the State of: NY
I used to have a DM license (with motorcycle endorsement), but after a certain misunderstanding with a police officer I've got my license revoked, and when a month later it was finally reinstated - the hearing officer decided to remove the M endorsement from it, and said I can only re-apply in a year. Another hearing officer who happens to be a friend of a friend said that he's never ever heard of such a restriction, however he cannot override it.
So I have a valid D-class, car-only license. The restriction that I can't re-apply for an DM license is (as far as I know) only in the local state's hearing officer notes.
Question1: does this arbitrary restriction apply out of state? I.e. if I move to another state, opposite coast (which I plan to do anyway because of a job), register there, and get the other state's license - can I legally apply for the M endorsement from that state's DMV?
Question2: During an application for an M permit - would another state's DMV even check anything beyond whether my current license is valid, and beyond my driving history (which has a few minor tickets plus this one case of having the license revoked, but doesn't contain the details of how and why that took place, nor the DM->D "downgrading" - just the fact of revocation and subsequent reinstatement)?
