My question involves vehicle registration or title in the state of: Missouri

He came out of his apartment Saturday to find his truck gone, and a tow truck in the lot towing other vehicles. Many vehicles were towed at the same time from the lot. The management must have just started a contract with the tow company, though there are no signs in the lot. I am not certain what his lease says regarding the status of vehicles in the lot.
I do know that he has lived there for a couple years, and always parks in his assigned spot, where he was when it was towed. The only potential reason it would have been towed was the tags are expired. He told me his plan was to get the inspection done this week.
The tow company is charging him something like $350 for the tow, and adding $50 per day storage of the vehicle. However the Tow company is refusing to release his vehicle to him as the inspection is not valid. When he called and asked about it, he was told, 'You will have to get an inspection completed slip without them seeing the vehicle, and when you do I will know it is not legal and report it immediately.' The Tow company says that they can perform the inspection, but he already believes that this tow company is conducting extremely predatory practices based on several completely legal vehicles in the lot being towed at the same time as well so does not want to have someone he knows to be predatory complete the inspection as there would be no way to argue anything that they made up.
Suggestions? I advised him to check with an attorney and the Police Department regarding it, but thought I would ask here for him as well.
