Collective Bargaining No Offer to Join Bargaining Unit

My question involves labor and employment law for the state of: PA

I was wondering if you could please tell me if it's commonplace to not offer new hires the option of joining a bargaining unit upon hire, part time status shouldn't be a sticking point in the representation of an employee, I've been a member of non-professional and professional health care unions and full and part time.

Something smells fishy...I'm no expert but my gut speaks, I listen..ty
