Traffic Lights, Signs and Controls: Photo Infraction in Fife

My question involves a traffic ticket from the state of: WA
I received a photo infraction from the city of fife for failure to obey a traffic control device-red light photo enforcement while stopping in a right turn lane and then taking a right. I reviewed the video on line and it shows that I made a complete stop but my back tires were on the white line. Really! I am assuming that is why I received the ticket. This is very irritating and just a money grab by the city. This is in a industrial area with very few pedestrians. Anyway, the sign says stop here with an arrow pointing downward. Can anyone suggest options to fight this? I made a complete stop and the sign doesn't say exactly where you have to stop. Suggestions would be appreciated.
