[Nyc] Child Support Not Disbursed; Unusual Circumstances

State in which this child support case originates: New York

Okay, so this is a bit of a unique situation. My ex was not paying child support from February until October, when we received a lump sum payment of $6,948 from SSDI. In the documents that state the amount awarded, it was stated that I would receive $1,737/m, which I did in November and in December. On November 17, my ex was awarded a modification of $727/m, however we still received a payment of $1,727 that has not disbursed. What makes this situation much different than most cases is that we have two accounts: one for Westchester County and one in New York City. The modification applied to the NYC case, which reflected the modification. However, the Westchester case is the one that received the arrear payments as well as these monthly back payments, with $726 going to the New York City case and the other SSDI payments going to the Westchester case. This seems strange to me, as he'd be paying two accounts for one family, but this was the judgement made. I haven't seen that before.

On December 4, I received a payment of $1,737. However, it never disbursed, which has never happened before with child support. I called up the SCU and they stated that the money was applied, but not disbursed due to my ex-husband refusing to sign a document. I don't remember reading about that in any of the documents, and I had assumed that the process was automatic as it seemed to be in October and November, as well as how it was outlined in the paper. And as I mentioned above, the accounts were modified with the modification applied, but he still owes arrears on both accounts, though they've been reduced: one with $7,260 and one with $9K. According to the court documents and their corresponding dockets, $726/m goes into the former account, while the latter account is paid by benefits withheld by SSDI. Does this make sense, or is something incorrect here?
