City Parking Ticket in Target Parking Lot

My question involves a traffic ticket from the state of: California

Hello,

I was parked in front of Target in the city of Gardena, CA last month. I was stopped there next to the red Target bollards to receive my wife and several of her packages from shopping. I was sitting there for approximately 1-2 minutes. During that time, the city of Gardena parking enforcement must have pulled in behind me and wrote me a ticket for $72 for being parked in a fire lane. We loaded our packages and moved along. I received the ticket later in the mail.

I'm trying to determine a couple things, first if Gardena has the ability to ticket on private property. Second, what signage or combination of markings constitutes a fire lane, especially in front of a busy retail location. There was no signage present and I can't recall if the curb was red or not but since Target's primary color is red, it could have been mistaken for decoration.
