Sex Offenses: Sending a Pornographic Selfie to a Minor

Hello, I’ve got a friend who may be in trouble, and I’d like to know what can he do about it The thing is, he’s a 21 year old guy living in France (he’s not American, he’s from the Europe) and yesterday he went on Omegle, searching for some, id say harmless, sext via Snapchat (since it deletes the pics)

After chatting with some guys, he got connected to a supposedly 14 year old from South Florida, and he asked if he wanted to do something and go on snap (he told me that he thought it wasn’t a big deal since he wasn’t at all looking for a meet-up, just to jerk off and then deleting the contact, and since it was Snapchat, he wasn’t aiming to keep any pics) the 14yo agreed and gave his snap.

They then went to Snapchat, and my friend asked if he wanted to see his junk, to which the 14yo answered yes, my friend then sent a pic of it and shortly after, he received a vid of a computer screen with what looked like a sheriff’s forum (apparently there wasn’t any information like his name or localization) along with a text on the vid saying “your phone is being traced ”

He then received another text in snap saying “see you in the big house son!” He’s since then being freaking out, crying, not eating and barely getting any sleep. He hasn’t been contacted by anyone. The question is, is there any chance they were trolling him? The fact that they were giving a heads up about catching him smells kinda fishy. If on the other case it was a real sting, what should he do? I thank everyone for your time answering this.
