How Long Can the Bank Keep Your Funds on Hold

My question involves a consumer law issue in the State of: New York. Hope this is the proper forum for this problem.

So my account was places on hold on august 8th for a wired transfer investigation as to what they told me when i spoke to one of the agents. But now has been 89 days today and i haven't heard nothing from the investigators. I've tried to get in touch with the department that's doing the investigation but there's no way of me getting in contact with them because of their high volume of calls. I can only leave them a voicemail with my info so they can call me back within 48 hours but that hasn't worked either. i also have made countless of trips to the branch but they don't have a control of my account at this point. The manager from the branch have sent multiple emails and has left voicemail regarding of the investigation but still wont get no answer back. All i want to know is how long can they legally hold my accounts funds or what can i do to take my available balance.
