Medical Malpractice: Inhumane Treatment

My question involves malpractice in the state of: Virginia.

My doctor prescribed me Oxycodone 10/325 4 times daily and klonopin 1 mg twice daily 8 months ago which was after the FDA issued a black box warning and highly recommended that the two not be prescribed together. Today he tells me that it is illegal for him to prescribe both of the medicines so i have to pick between the two which i found highly unprofessional a doctor telling me to pick between anxiety medicine and pain medicine. I consulted multiple other doctors as i also work in the medical field who told me no such law is going into effect yet starting January 1st PMP will be scrutinized more as a part of the same initiative. my damages would be the undo pain and suffering of one of the withdrawals of either medication as i have been on the klonopin for 13 years or the Oxycodone and living with either pain or anxiety as they are both chronic issues in the doctors own words. Is he allowed to discontinue my medication when the explanation he is giving me is untrue? I have taken a UA and done pill counts with him monthly so i have never breached the pain contract he is afraid of scrutiny from the FDA.
