Sales Agreements: Odometer Fraud.what Do I Need to Do, What Next

My question involves a consumer law issue in the State of California:

I recently purchased an 04 Toyota Camry with an advertised mileage from a private party seller (155k). The vehicle looked good minus a few details that were fairly average for its age and wear. I have had the car for about 2 mos and decided to sell it since one of us just lost our job. A perspective buyer looked at the car last night and agreed to buy it this morning. They asked for the VIN # last night and I gave it to him. He sent me an email later last night saying that my vehicle is not showing its "true" mileage and the carfax shows consistent service and dmv events up to 315K miles. As a result he decided not to buy the car which makes sense. So now I need the money for our household and stuck with a car that has over 315K miles.

To further complicate things, the 'seller' and I both agreed to write down a purchase price lower than the agreed upon value (to save DMV taxes and fees).

Is there any possibility of taking this individual to small claims court? I dont have the sellers fullname just his first name and cell number. The CA DMV has all the paperwork that I turned in 2 mos ago when i bought the car. My friend whos a Sheriff (bailiff in the courthouse nearby) says I need to go talk to the authorities at the DMV here first.

Now what do I do?
