DNA Testing: Do I Have to

My question involves paternity law for the State of: Texas and Ohio. My divorce was finalized in Texas in 2013. My ex was ordered to pay $427.25 in child support. He has not made a payment since February 10, 2017. He is $5400 in arrears. Has been homeless and jobless since February. Has no vehicle. Has not tried finding employment. He is supposed to be going into Navy reserves. Former Navy. He asked for birth certificate and social on our kids. I sent them to him. When our daughter was born he refused signing her birth certificate so is not listed. She is his but honestly don't want him on her birth certificate and she doesn't either. (She's almost 13). My current husband wants to adopt them. He has provided all care, clothing, sports stuff etc even carried insurance on them for 5 yrs now. My ex has not completed or done anything the court ordered. Do I have to allow him to put his name on her birth certificate. He signed our son's with no questions.
