My question involves a traffic ticket from the state of: CA

On March 22, 2017 around 4:15 pm. I was stopped at the first left turn lane at Riverside Dr/S Garvey Ave. I was about to heading west 60 to Los Angeles, which is the right way judging by the green triangle freeway sigh. A CHP patrol car stopped right behind my car and I heard the officer spoke a sentence .. with the speaker. Because of some reasons, its impossible for me to get what he was saying under that situation.
1) My poor English listening 2) The scene is under 71 freeway which is extremely noise
3) Temporomandibular joint disturbance syndrome that I suffered impaired my listening
I was very clearly that I didnt do anything but stopping at the red light and I have no clue why was he asking me. I thought maybe 1) Something wrong with car, like a broken break light, in this situation I certainly should pull over as soon as possible 2) The officer mistook me for other traffic violators.
And then the red light turned green. I wait one second to see whats the officers reaction. Follow the logic, if he didnt do anything I would know everything was fine and I was free to go.
After one or two second he used speaker to say something much louder. I ensured he was talking to me and something must be wrong otherwise he wouldnt feel the necessary to speak towards me twice in such a short time. At that moment I believed the open space under the bridge was the only safe space I could pulled over without endangering mine and others safety (including officers) Making a left turn I will enter freeway.
I thought I was doing the right things by fully respect the authority and considered all traffic anticipators safety. The officer accused me of making an illegal u-turn and after I apologized and explained the situation that I cant his words by speaker, he gave me a citation.
The officer refused to answer what words he was speaking to me at the first place and why he felt the necessary to yell me twice in such a short time with me doing nothing wrong. He simply said that I was not moving so he used the speaker to rush me. I felt lucky that I didnt step on the wrong pedal under the tense situation.

Q1. What am I supposed to do to fight the ticket. Can you give me some tips about how to write a proper written declaration.
Q2. I litterly cannot find any other evidence but both side's testimony, when it comes to the court, I will be in a huge disadvantage because of speaking
