Va Law on Led/Hid Headlamps

My question involves a consumer law issue in the State of: Virginia

I have a vehicle that didn't come with, nor was it sold with led or hid headlamps. Just halogen. However, I find that I would like better illumination that what the halogen can provide. I have done what research I can do but was unable to find an answer. I would like to know if I can install LED or HID to my car with a conversion kit?
