Other Violations: Should I Use the Option of "Admit but Explain Mitigating Circumstances"

My question involves a traffic ticket from the state of: Hawaii

I was issued a citation for not complying with HRS 291C-137(a) Mobile Elec Device Prohibited with a fee of $297 on 2/28/17.
My question is, what can I hope to gain by electing option 3 "admit but explain mitigating circumstances"?
The officer noted on the ticket that he observed while on foot patrol, "2 hands on phone, in front of steering wheel." And also noted that I said "I was looking at a map."

Mitigating circumstances:
  • apparent traffic issue, 10 minutes to exit parking garage
  • then stopped at red light in line of cars about ~180' long
  • due to traffic, I was going to be late to pickup my child
  • Google maps which was already in navigation before starting the car, alerted me about a traffic incident
  • officer was able to walk up to my car and have a brief conversation while traffic was still at a stop


My intent was to glance at my phone to see where the traffic incident occurred in order to re-group and plan next best course of action to minimize how late I would be to pickup my child. I am otherwise a safe driver. No priors. My phone is paired with my car's audio system for hands free calls. I don't text and drive. I'm sorry I was against the law and I will not hold my phone again while driving even for navigation purposes. If I want, I can talk to my phone using voice commands as I understand my phone is always listening to me.

Any advice on this matter is appreciated. Also, will this ticket increase my car insurance rates?
