Adoption of Children: Step-Mother Wants to Adopt Step-Daughters

My question involves adoption law for the State of: Ohio....I have two stepdaughters who are 10 years old and 8 years old. I have been married to their father for 4 years, but we have been together and living together for almost 7 years. In the beginning the girls would go back and forth between their mother and us for about two months at a time. After one year of doing this the mother took off with the girls and was basically MIA and bouncing from boyfriend to boyfriend state to state for a year. Once we found her my husband took her to court and gained full custody of both girls. She is only allowed supervised visitation. They have been living with us full time since January 2013. Their mother has seen them twice since then and talks to them on the phone maybe 10 times total in a year. She has not paid but maybe one payment of Child Support in the last year and does not help financially in anyway. When she does talk to them it's basically empty promises to send them stuff or come see them and my husband and I are the ones that have to pick up the pieces when she does not follow through on her word. I am the one who make sure they are fed, clothed, bathed, a roof over their head, get to school everyday, help with their homework Ect. My question is what do you think my chances are to be able to adopt them without having to get her consent?
