Signs and Notices: CVC 22658 on County-Owned Public Land

My question involves a traffic ticket from the state of: California, Alameda county

This morning a group of individuals had cordoned off a large portion of a parking lot next to a train station owned by Alameda county. I am not familiar with the individuals affiliation, but it was their no parking signs that caught my eye.

There were orange pylons with the warning of tow-away for violators, siting CVC 22658(a). After looking this code up, I found this pertains to the authority to remove vehicles from private property, not public.

It seems to me their using some flimsy legal pretense to displace regular commuters for whatever event is going on at the adjacent county fairgrounds.

My question is do they have authority under this or any other CVC to forbid parking in this manner?
