My significant other receives disability checks and recently turned 18. They had planned to move out, but their mother says that if they do then she will call the cops and have them reported as a runaway since "they are seen as minority due to their mental issues". Can she do that and can she withhold their checks if they do move? Their parents stress them out a lot and leave them alone watching the five year old.
