Criminal Records: Does Your FBI Record Include Your Entire Criminal History

My question involves criminal records for the state of: Texas and California

A friend of mine was charged with felony domestic violence 8 years ago in California, but the charges were dropped. She now wants to work in a school district that wants disclosure for almost all arrests, even if charges were dropped or dismissed. She has obtained a FBI identity history summary which shows no record of any arrests (clean record), and the record for her state where she currently lives, which is also completely clean. However, she does not now live in California, and has not yet obtained a copy of California record. The school district is very clear if one does not list any arrest requested, it is grounds for not being hired, or future termination. Question is: with a clean record in the state she lives, and a clean FBI identity history; Does she need to include the domestic violence arrest on the job application? Will the school district see more than what she sees on her state, and FBI record, and will they also request individual records from other states like California?
