My question involves real estate located in the State of: California (SF Bay Area)
Hi All. I am looking for your expert guidance. I have a residential lot in a built-up city area. The land is land-locked and I am unclear how to best proceed for access to a public road.

I requested title, no easements were found.
I requested chain of title, which shows the following:
- before 1998 belongs to a neighboring lot (owner of two lots), on the right of the marked lot
- 1998 lot in quesiton goes to action for unpaid taxes. Deed without access is created. Possibly tax collector forecloses on illegal lot.
- new lot owner dies, lot goes to state
- 2015 lot goes to action for unpaid taxes
I am interested to gain access and develop the lot. Please suggest what are my options?
