Traffic Lights, Signs and Controls: Using a Faded Sign as a Defense to an Illegal Turn

My question involves a traffic ticket from the state of: California
The attached pictures show the "No Left Turn between 11:00 AM - 7:00 PM" as you can see in one picture the sign is very faded, especially considering this is right by the beach and the sun was very bright that day.
I got the ticket where the officer was parking in the parking lot waiting for people to make that left turn.

Within a week after I got my ticket the sign was repainted (picture attached) and now it is visible and clear.
I'm attaching the pictures from "Driver's vantage point" and zoomed view of the sign. both faded and painted.

I'm planning to fight the ticket by "Declaration".
