Disestablishing Paternity: Not the Father, How to File Petition to Dispute Paternity

My question involves paternity law for the State of: Louisiana or Texas

My brother in law signed an acknowledgement of paternity for the child of his ex-wife (divorced 2 years) when the child was born with quite a bit of doubt that the child was his, but they wanted to give it a shot as a family anyway. The child and mother lived in Louisiana at the time, but now live in Texas. Fast forward 8 months later and they have separated amicably, she has acknowledged it probably is not his child and they have agreed to start the process on removing my brother in law as the father of record. According to Louisiana laws, it is past the 60 day window to file the Revocation of Authentic Act of Acknowledgment of Paternity therefore he must file a petition with the court to revoke the acknowledgement based on the fact he is not the biological parent of the child. Anyone know how to file this petition without enlisting the services of an attorney? Form online anywhere? Also, does this all have to be done in Louisiana? Or can it be in Texas since mother and child live here now? Thanks so much for any advice you can give!
