Use and Enforcement: Neighbor Parks on on His Land for Which I Have an Easement

My question involves real estate located in the State of: California

My property is "landlocked", and there is a "non-exclusive easement for ingress and egress and public utilities to be used in common" that covers an access road and a maneuvering area at its end which allows me to turn around after I pull out of my garage. The road over the easement runs along the property line of my two front neighbors, whose property borders the street. The maneuvering area touches the rear corners of the two front properties and two corners of the two rear properties - mine and another neighbor's, whose landlocked property is next to mine. One of the front neighbors and my "fellow landlocked" neighbor have taken to parking their cars in that maneuvering space which complicates my pulling out of my garage, because I now can't pull back far enough to make the turn. The front neighbor claims that it is his land and I'm just allowed access to it. Besides, he says, the other rear neighbor parks there, too. I should talk to him. When I do that, he points back to the front neighbor. The front neighbor also parks his cars along the edge of the access road, which is squarely on his property but, as I said, within the easement's legal description. I have tolerated that, even though it is unsightly and might hamper access of an emergency vehicle, should I ever need one.
Am I right in asking them to respect the easement and not to park on any part of the easement, even though the land belongs to them?
