Traffic Accidents: Am I Being Picked on

I had a car accident last year. I was driving home on the fwy. It was dark and raining. The car in front of me suddenly slammed on her brakes not giving me enough time to break on time so my front passenger side rear ended their back driver side. We had a pretty good distance which on dry road I would've stopped on time. But because it was raining and the road was wet I couldn't slam on my brakes since I was afraid my car would lose control. I had my kids with me so I didn't want to risk it.

The reason why v2 slammed on the brakes was because v1 lost control and slid across the fwy until it stopped in front us. Which is when I first saw v1.

Now v2 and I were going the same speed. The police report stated v1 was the caused of the accident and I was just an associated factor. Now my car has full coverage but since I was an excluded driver. The insurance did not cover. When we first got tis insurance the broker told assured me that being an excluded driver would just exclude me for coverage but If I were to have an accident the car would be covered. Total lie of course.

Now during this whole time I never heard from either parties insurance. Until recently. I received a collection letter from v2 insurance asking to pay the full amount that was paid out. I called the collection and asked why I'm liable for all the damages. Their answer: the adjuster for v2 insurance made the decision that I was at full fault. Mentioned the police report and was told that they go by what the adjuster decides. Now I don't feel that I should pay for the full amount being that police report states v1 was the cause. I understand that i might need to pay a certain percentage. Wouldn't v2 be at fault as well if it slammed on the brakes not giving me enough time to stop? I was threatened that my license would get suspended. I need advice. I'm okay with paying my part but not the full amount!
