Interest Rates: Why No Interest on My Collection Accounts

My question involves collection proceedings in the State of: Washington My Experian credit report shows that I am in collections with four different collection agencies, totaling $3849.00. dating back to 2010. However, the amounts listed as currently due are the same as the original amounts from 2010, meaning, apparently, that they have not been charging me any interest. I called Experian and the lady confirmed this, that there no interest has been charged to my accounts. I asked her why, and she said that sometimes they don't charge interest, which, in the state of Washington, can be as high as 12% per year. Not that I'm complaining, but why would this be?
