Subleases: Ex-Roommate Owes $700

My question involves landlord-tenant law in the State of: Arizona.

Long story short.

My roommate and I got an apartment back in September 2015. I was the only person on the lease, because he had a felony charge that hadn't been dropped to a misdemeanor yet, so my apartment complex wouldn't let him on the lease. (I know he legally wasn't supposed to be there.) After a few months, he began to pay rent late and most times would only give me 1/2-1/3 of what the rent actually was. Since I was doing well for myself, I told him that it was okay and to pay be back when he could. $1000 in debt later....

So last weekend him and I got into an verbal altercation (It was my birthday and I was drunk and reacted about something he said to me), and he left the house. Next day he brought his brother over, and started packing his clothes. I spoke to him briefly and didn't want to have a full on conversation about what happened while his brother was standing there, so I assumed he would come talk by himself (his brother is like his little protector). That didn't happen, so I had to talk to him and apologize via text, which is not what I wanted to do.

Rent was due on the 1st, so I texted him 3 times in two days and asked him if he could send over the rent via Square Cash. He did not reply to any of my texts or phone calls. Finally he texted back "no". I texted him a few times after that and tried calling him, but he would not answer me. He then came back to the house a day after and we talked for a few minutes and I apologized for what happened. He basically said "my parents hate you, my brother hates you, and I don't want to be here." He then left and I asked him if he was coming back. He didn't reply. I asked him again if he was going to drop off the rent money, and he didn't reply. After countless texts and phone calls, he finally answered the phone and told me he isn't living here anymore. I was upset because we both agreed to hold this responsibility together, but I realized he was not on the lease so he technically can leave as he pleases. (He knows I do not work anymore since I am moving to a new University, so I am only focusing on summer classes and living off of my savings from my previous job.) I asked him if he could at least give me the remaining $700 he owes me and he won't have to pay the rent for the next 3 months. He wouldn't answer my question anytime I asked that, and would simply stay quiet on the phone.

Thankfully I have a friend who wants to move in on Monday (my luck) so I won't be losing out on rent. My roommate has taken most of his stuff home, but am I allowed to change the locks and keep his stuff until he pays me the $700 he owes me? He refuses to pay July's rent and I have a friend who is ready to move in Monday. If he doesn't get the rest of his stuff by the time the new tenant needs to move in, can I place it outside? What are my options? What are my options regarding getting my $700 if he refuses to? Even if I sell all of his stuff, which is only a table and a small couch in his room, I would only make like $60, but it's more than nothing. Suggestions?
