My question involves real estate located in the State of: Minnesota

There is a Retaining Wall, which extends the whole block of our neighborhood.We are one of the upper properties.The Wall is about 3 or 4 feet high and level with our backyard.Our portion of the wall covers a span of 3 lower properties.At one portion the wall has completely failed.
We did some research and found out in front of our house there used to be a highway,then the highway was moved to the front of our back lower neighbors,now the new highway is about 80 yards away(messed up i know).
The City contacted us (alone no lower neighbor) and said pay for the repairs,we appealed,(had a survey done which showed the wall wasn't on our property)
still they want us to get bids on the job and help pay.I don't feel its our responsibility,(not even the lower properties) really I feel its a Developer or the Cities responsibility.Not crazy about paying for my own lateral support. Any help would be appreciated !
