Traffic Lane Violations: Ticket

My question involves a traffic ticket from the state of: New Jersey

My son has only had his license for 3 weeks. He had my new car (A Mercedes) and he and his friend drove to another friends house and got lost. Not a great area and he went into another lane without signaling but there were no other cars around him. He wasn't sure whether he was going to make a right or left so went between the 2 lanes but again no one was behind him or so he thought. A cop pulled up and said he had been following him. The cop did not have any lights on at all. Are they allowed to drive in the dark with no lights on at all? Im not sure if they followed him because he was lost and driving slowly and thought that was weird or because a nice car in that area was weird but anyway he said you are suppose to signal even if no one behind you. He obviously could have given him a break. Question is should I even bother fighting this ticket. Are you suppose to signal even if there is no other cars in sight and is a cop just allowed to drive around with no lights on? When my son finally noticed him, he actually scared him because he thought he was some crazy person following him. Just saw outline of a car with no lights on. I understand with a juvenile you can only dismiss the ticket and cant plead the points down so should I bother pleading not guilty? Thanks for your advise!
