Debt Collectors: Debt Collectors Hassling Me About a Defaulted Perkins Loan

My question involves collection proceedings in the State of: Georgia
However, the debt loan was given while living in Pennsylvania 10 years ago.

After college (10 years ago) I spent 6 years volunteering at an orphanage in Honduras. I've been working on paying off 2 Sallie Mae loans since returning to the US. Last year (January 2015) I was contacted about a $10,000 Perkins loan. I was unaware of this loan (foolishly thinking that I had paid off all but the 2 Sallie Mae loans) and wrote back to the collection agency to dispute the debt. I heard nothing back until March 2016 when another collection agency contacted me about the debt. I once again disputed the debt and was sent documentation. $10,000 original loan, $4,195 in Creditor assessed collection costs and the rest in interest. They have given me 2 options: consolidate the $18,000 with my other 2 loans or pay off the total in 9 equal payments in a rehabilitation program.

Please help. I am rather ignorant to these matters and am afraid that I may be scammed into paying more than I would otherwise have to. Is there any way to avoid the $4,195 collection fees? Are there any other options besides the 9 equal payments? The collection agency has advised me that there are not. Also, I haven't been contacted since disputing the debt in Jan 2015 - so over a year of interest has been added to the total and I'm told that the total cannot be changed at all. It doesn't seem right.

I contacted my university and was told very little, simply that they contract out the collection agency and they couldn't give me any payment options. She said all would have to be handled directly through the agency. Any help or suggestions would be greatly appreciated!! Thank you.
