About four years ago, I saw a Michigan map that clearly defined what "where workers present" means it was something like this: to be considered present, workers have to be within ??? feet of the road and not separated from you by a barricade. If on the freeway, workers are not considered present if they are on the other side of the freeway.
I would like to know where I could find this in writing. My friend got a ticket because there were workers, but on the other side of the freeway across a barrier!
